The American Rescue Plan (ARP)

The American Rescue Plan (ARP) is a grant administered jointly between Wesleyan College and the U.S. Department of Education (DoE). These Higher Education Emergency Relief Funds (HEERF) will not need to be paid back; however, they may be considered taxable income, and you may receive a 1098 or 1099 next year, depending on guidelines from the federal government.

Following DoE regulations, the Wesleyan College Office of Financial Aid calculated an index for distribution based on enrollment qualifications of the program along with Estimated Family Contribution (EFC) and Financial Need determined by the most recent (if available) Free Application for Federal Student Aid (FAFSA) that prioritizes students with exceptional need. By the regulations of the program, students do not have to complete the FAFSA or be eligible for Title IV federal funds to qualify for a grant from ARP. The grant level is determined by the index described above and adjusted using a value percentage of payments made toward student account charges, including out-of-pocket payments, payment plans, and student loans disbursed from March 13, 2020 (date Proclamation 9994 declared the COVID-19 pandemic a national emergency) through October 31, 2021.

Students determined to be eligible will have a pop-up message appear in Wesportal on Monday November 15th (round 1) or Thursday, May 5th (round 2). Clicking “OK” in the pop-up will take students to a Wesportal form that must be submitted by 11:59pm, Sunday November 28, 2021 (round 1) or Sunday, May 15th, 2022 (round 2) to request their grant and preferred method of grant distribution (details below).

Student Account Option
I consent for my HEERF grant to be applied directly to my student account for the 2021-2022 academic year. I understand that grant funds applied directly to my student account will first reduce any outstanding balance I may owe for the 2021-2022 academic year. If there are any excess funds on my student account after my grant is applied and my 2021-2022 bill is finalized, I understand that the excess will be refunded to me in accordance with the College’s refund policy on credit balances (see academic catalogue).

Direct Disbursement Option
Please pay my HEERF grant directly to me. I understand that I may use the grant funds to pay for any component of my educational cost of attendance -- such as tuition, food, housing, health care (including mental health care), or child care -- or for other emergency costs that arise due to coronavirus. I understand grant processing may take up to 30 days.

  • Receipt of this grant is not contingent on any form of continued enrollment or registration at the college.
  • Processing for grant payments under the Direct Disbursement option may take up to 30 days.
  • Grant payments and grant-related refunds will be processed via direct deposit.
  • It is your responsibility to make sure your direct deposit information is up to date. If your direct deposit information is already up to date, you do NOT need to resubmit it. If your direct deposit information is not up to date, you may submit or update it via Wesportal (Student tab => Financial Information => Direct Deposit Form).
  • Wesleyan College will not reissue grants that are successfully disbursed to an incorrect bank account due to inaccurate or outdated direct deposit information submitted by students.
  •  If there is no direct deposit information on file, grant payments or grant-related refunds will be disbursed via paper check (please note this will delay receipt of your funds).
  • Checks will be available for pick up in the Business Office. After 30 days, unclaimed checks will be mailed to the address on file.
  • It is your responsibility to make sure your mailing address is up to date. If your address has changed since you enrolled at Wesleyan, you can update your address via Wesportal (Student tab => Registrar Office Forms => Change of Address/Preferred Name)
  • Checks that are mailed and returned to Wesleyan as undeliverable due to an incorrect address will be voided and forfeited.
  • Checks that are claimed but not cashed within 90 days of issue will be voided and forfeited.

I understand the terms and conditions listed above. I also understand that I have the right to select a different grant distribution option at any time before the deadline and that my grant distribution will be made based on the most recent submission of this form. A change of distribution preference will be honored only through the submission of this form.
